Default Fey seal the anti-rotation bracket?

I was prepping all the various parts for the fuel tank access covers today to get ready to build them up and I am wondering when I build them for real should I put a small fey seal of tank sealant on the anti-rotation bracket before I attach it to the T-708 access cover?
Essntially, should I fey or is it enough to rivet it up dry and then seal all around and over?
What is the collective wisdom?

Default Fay seal

I fay sealed it and every other part where two pieces of metal came together. I also sealed the rivet heads inside and out.
