Missing Phase 1 Entry In Logbook

Here's the scenario:

E-AB aircraft with a 25 hour test period defined in the OL. Aircraft has 60 hours and test completed, but builder never made the required entry. Can a new owner fly the test points described in the OL and make the entry, thereby transitioning to "Phase 2"?

Yes. No problem. This can be done at anytime by anyone.
