Default Fuel tank access plate

I'm satrting to work on the fuel tank access plates for my QB wings. It all seems to make sense but I do have a couple of questions.

First, I found that the torque value for the tube fitting is 75-125 in lbs, but what should I torque the AN924-6D nut on the other side of the access plate?

Second, shouldn't this nut be safety wired or something?

I don't have it in front of me right now, but I think the Standard Aircraft Handbook (http://www.buildersbooks.com/aircraft_handbook.htm) has torque values for those aluminum nuts. Nobody seems to safety wire it, but it would be a good thing to inspect every year.
