Default Safety wire vs cotter pin?

While fitting the elevator trim servo clevis, the cotter pin could potentially snag on the cutout for the elevator. Is it ok to substitute safety wire instead of a cotter pin? Just trim a little more of the cutout to clear the cotter pin?
First go was 1 wrap of .032 safety wire.

Double wrap of .032 safety wire.

Also, can anyone refer me to the instructions for measuring and cutting the servo to trim tab threaded rod? I'm not sure whether to fully extend/retract the servo and measure trim tab max up/down deflection or center the trim tab servo and put the trim tab in trail with the elevator.
