Rolling leading edge skin length

I searched for the answer to this question and found nothing.
Preparing to roll the leading edge of the elevator I noticed that the bottom skin is slightly longer than the top skin. Looking at the diagram it clearly shows the top skin overlapping the bottom skin, which makes sense for water shedding. I would think that the top skin should be the longer one.
The rudder skins are also slightly different lengths. Does this mean the short side should overlap the longer side?
