Wing main spar nut plate question

Hi everyone,

I'm working on my left main wing spar for my 14A, and have a question. I installed the three K1000-03 fuel tank attach nut plates at the inboard base of the spar, and also installed the 4 k1000-03 nut plates at the out tip of the spar.

I countersunk the rivet holes for these nutplates, but did not countersink the actual screw holes like I did for the other nutplates along the flange of the spar. Do these holes need to be countersunk as well?

Let me know if pics would help and I'll post some up.
 
In-board 3 are for gas tank mounting, I think. Outboard ones are for a strobe power pack. Both are flat mount so no bolt hole countersinking.
Look forward in plans for fuel tank mounting.
