Flap motor

Hi all-

I have a dumb question for you all. when do you get the flap motor? does it come with the finish kit or the fuse kit?

I am awaiting my finish kit but I swear that I had it with the fuse kit, but I cannot find it now.

I believe it came in the fuselage kit.
