Locking fuel caps with different keys?

I just received my locking fuel caps from Vans (Newton A 30 L-VNS) and see that they have different lock numbers. The keys do not appear to be interchangeable. I'm curious if this was an oversight, or if its normal to have two keys.

I e-mailed Vans, and will share their response, but was curious to hear what others have experienced...

The ones I got from Van's are keyed alike.

It turned out to be a mix up at Van's, so we're swapping one out.
