Fuselage frames not flat

I am starting my tailcone. On page 10-02 when clecoing the frames together they don't lay flat on the bench. If a straight edge is layed across the entire frame, the inner edge of the frame face is twisted up. I fluted the outer flanges and the holes are nicely lined up. I assume they will square-up when the skins are attached. Has anyone else noticed this?

I had this situation as well. I fluted in one direction and bent by hand in the other until it was close. They all pulled into alignment using an awl and clecos. Wasn't a problem.
