I have been using this table to figure out what size fuses to use based on wire size when no other data is available regarding the item being protected, ie, max load. Am I on the right track?
 
Sort of. The fuse must always protect the wire. If that makes the fuse too small for whatever the box draws, you need larger (smaller gauge) wire to go along with a larger fuse. If the fuse and wire can handle more current than drawn by the box, that’s okay. The fuse protects the wire, not the box (even with the specified fuse, the box can put out smoke and/or flame if something inside breaks).
