Elevator hinge bracket Service Bulletin

Has anyone come up with a good solution for the inspection without removing the elevators every annual?
Possibly cutting a 3/8” hole in the bottom of the stabilizer forward of the hinge bracket for a boroscope, and then using a hole plug? Sure don’t like the idea of doing that …
Unfortunately my 3B doesn’t have removable stab tips to go in that way.
 
Pretty simple actually - take off the empennage fairing and enlarge the tooling hole in the root rib, and go in that way. There aren’t any intermediate ribs, so if you go in about 24”, you should have a good view.
