Washer Order?

Ok I have searched without luck so I will put it out here amongst the group. I'm working on the tie-down block and will be bolting them to the spars soon. The plans call for AN3-7A bolt, AN960-10 washer, AN960-10L washer and AN365-1032 nut for the four places. My question is which side does the thin washer go? I assume one washer fro the bolt head and one for the nut side, but I can't find anything on the plans (i'm sure I'm missing it) that says what side. Does it matter? or is there a school of thought on this?

The order in which the description of the parts is listed.
Bolt, washer, thin washer and nut. This will apply to stacked parts that need riveting as well.
