Repair of Elongated Countersink on a Flange

Hi,

We have elongated a countersunk hole in a flange (not for the first time). :( Vans told us we could put a doubler / backplate under the flange, fill the hole, re-drill, and re-countersink. Ok.

- We reviewed Section 4 of AC 43.13-1B, Aircraft Inspection, Repair, and Alterations. Our uneducated eye was not able to discern details on approaching this solution from the book, but believe it must be there.... What do we study in that reference?

- Does this technique have a name? If so, what is it?

- Do we use the thickness of the original flange for our doubler / plate?

- We have not riveted anything in the flange yet. Would we attach the backplate to the flange using existing rivet holes? Would we drill new holes in the flange for the plate?

I hope our description (and the attached image from Vans) will be descriptive enough.
