Forward nutplate question on page 10-20

On figure 1 page 10-20 there is a a foward nutplate that does not appear to be called out for riveting. According to the instructions, you only rivet five horizontal nutplates on the aft end of F01418 longeron. Is there a reason the sixth one is not riveted in the step. It seems like it should be…. I must be missing something.

IIRC this one gets done much later when the fairing is fitted in that area. Comes with finish kit.

Look at page 12-12. This is where the final nutplates to attach that fairing are installed, but it's not done until the finish kit comes.

This is correct.
It is done when the emp. fairing gets fitted.
 
Any reason why? Is it to keep them open to back drill into the fairing?
Let's say they got installed prematurely. Isn't it still possible to back drill into the fairing with a smaller diameter drill bit?

Update: the forward-most nutplate rivet has to be left open to install the upper side skins. We ended up just drilling the nutplates out for now.
Given that the empennage fairing doesn't arrive until the finish kit (not sure why since you'll just have to revisit Chapter 12 at some much later date), it is probably best to just leave these off at this stage.
