I'm fitting the fiberglass tips to the elevators

I'm wondering if I should shave the face of the lead counterweight and then run a layer or two of glass cloth over the face to close the forward side of the fiberglass tip.
Or should I just "glue" the tip to the outside edge of the lead weightwith resin, file the face flush and then use some filler to make it look nice.
