dimple leading edge holes for pop rivets?

the plans often say, "dimple all the holes in the skins" but I've heard some differing opinions regarding the holes on the leading edge that will accept pop rivets after the skins are rolled and shaped. If you opinion is that they should NOT be dimpled, why not? seems that some have had clearance issues even when careful attempts are made to rolls the skins well. Is there any harm in dimpling beneath a pop rivet head? wouldn't it just allow the rivet head to seat closer to the skin, thus decreasing the chance of a clearance issue when articulating?
 
If you dimple the skin, you need to use a flush pop rivet. Outherwis it will need to be longer, and will not have the structural integrity needed. If you have clearance issues you can extend the hinge a turn or two.

Dimpling/countersinking a hole and then installing a non-flush rivet seems like pretty poor practice to me, regardless of whether or not it's structurally critical. Hopefully anyone considering dimpling the leading edge of the rudder/elevator is also selecting a different rivet from what the plans call for.
