Match Drilling Advice

Hi. I need some match drilling advice. I recently messed up the VS rear spar on an RV10 at the flange machine countersinking stage and now need to redo it.

Looking for recommendations on the order to get all of the now final size drilled parts back on the new VS rear spar. I had already successfully attached the spar doubler, spar caps, hinges and the hinge doubler.

Is it generally safe to say I should always try to drill from the part with the larger final sized hole into the part with the smaller hole?

What if I don't have access to drill from the side with the larger hole size? Will drilling from a 3/32 hole into #40 hole align properly?

Do clecos generally center the holes pretty well and I'm overthinking this?
