Nav Canada Billing

A heads up to anyone building an aircraft in Canada:

The MD-RA has been recommending that you register your new-built airplane 6 months ahead of when you expect to apply for flight authority. This is because Transport Canada is extremely slow in issuing CofRs.

When you do so, it will trigger a bill from Nav Canada to pay your annual air navigation service fee (currently around $92). You need to call Nav Canada's customer service to have this reversed, if the aircraft is not in service. They will email you a form.

Technically, this so called 'negative option billing' is illegal in Canada, but this is not a big issue.

Nav Canada does not look at Transport Canada's database to review if a flight authority has been issued to a registered aircraft, they just send you the bill. Sigh.
 
Another Data Point

For those wondering how long its currently taking...

Submitted early October,2021 Received it early Feb,2022 - so yup 6 months is a typical time frame.

And yes I got the bill for Nav Canada and my first AAIR request (For the non-Canadians - its our annual reporting of airworthiness status, hours etc)
 
Emailed the registration package for an almost finished Rv9 on March 2 2022 and had the Registration March 8th. This was done through the Prairie and Northern region Office
