Need a little help

I am about to rivet the second skin on to the elevators and the directions don’t have any input on the folded tab of the skin. Ie should the tab E1022 be on the outside of the skins, or between, or on the interior? Any help would be appreciated.

Trying to remember back, but looks like E-1022 is outside and the skins are "behind" it (Page 9-7 Step 1)

Look on Page 9-6 Step 7

According to Page 9-6 Step 7 it goes | Bottom Skin | Top Skin | Shear Clip | (for the left elevator) with the shear clip inboard of the skins as shown in Step 1 and the previous post’s photo.
I ended up doing a drawing on my plans showing the order so that I wouldn’t have to interpret the text every time.
