It's a needle valve, so it works just like any other typical valve.
Unscrew (counterclockwise) to open / make richer.
Screw in (clockwise) to close / make leaner.

Make sure you maintain compression on the spring between the head of the needle valve and the carb. It is the only thing that keeps the needle valve from vibrating out.
