F-1016H Bracket

Real quick question, and it's not that big of a deal, but I might as well ask.
I plan to install 470 rivets at the F-1016H bracket location. It doesn't say anything about countersinking or dimpling anything, but then the callout is for a flush #3 rivet.
Is there a reason there needs to be flush rivets here?

Flush rivets

Looking at my plane, that is the bracket for the rudder cables. I installed flush since it is high on the outside wall of the tunnel.
 
In the fuselage kit, you'll find fewer few references to dimpling or countersinking. Van's assume by this stage you already know what you need to do for a specific rivet callout.

Anything on the outside of the tunnel, you'll want smooth.
