Just out of curiosity does anyone know how much torque a IO 360 angle valve has?

Simple! If that's a 200 HP engine, then at 2700 rpm it has 389 lb-ft, or at 180 HP and 2700 rpm it's 350 lb-ft.

Ok, how about an O 320 150HP @ 2700 RPM

And the same engine at 2000 RPM?

Torque - HP

HP=T*n/5252.
Therefore:
T=HP*5252/n
So
T=150HP*5252/2700=292 lb-ft
And
For 2000 rpm you would have to know the HP rating.

Incidentally the power absorbed by a propeller varies as the cube of the rpm. The maximum rated power of the engine is normally matched to the power absorbed by the propeller at rated rpm.
