Go where it is most convenient for you. I have nothing bad to say about APP at KHEF or ProJet at KJYO after multiple visits to both, they are always friendly and reasonable and give me crew cars when I need them. They both have rental car options available as well. And, I have tried to teach all the line guys the "push down on the fuel cap tab" trick both places. :)
 
Make sure you read the NOTAMS for KJYO (Leesburg). They operate a remote tower there. Treat it like a class D and you will be fine.

Also take the SFRA FAA course to be covered and up to date on the procedures within the mode-C veil of the DC-3 airports.

1. Take the online course for WDC SFRA operations. Do your homework.
2. If rated, file IFR into Leesburg or Manassas. Makes nav in SFRA easier.
3. Consider Winchester(KOKV)as an alternative, and you can disregard 1 and 2
Another point in favor of #3 (KOKV), fuel price at Winchester $3.94. Leesburg $5.90. Manassas $5.50

Tom would love to see your -14 while you are in the area, I live about 10 minutes from JYO. I keep my -14A at HWY and there is another -14A at FRR and a -14 at OKV.
