I just recently purchased a Lycoming XO360 thru Vans. Lycoming tacked a 6% sales tax on the invoice to Vans. Interesting since PA eliminated the sales and use taxes on airplane parts and services in October 2013. Particularly interesting since Lycoming is a PA company. With the help of my local state senator, I was able to get a letter from the general counsel of the Pa Dept of Revenue as proof that the tax was inappropriate. Should get my money back shortly.
I'm sure I'm not the only person who has paid this tax. Vans is now aware of the issue as is Lycoming. If you have paid a Pa sales tax on parts or services since 2013 you may want to look into a refund. The change in the law also eliminated the use tax on registering an aircraft in pa.
