Canopy rail countersinking

On page 38-12, step 3, the instructions call for countersinking the four holes on the forward lower flange of the Canopy Rail Angle to fit an AN426AD3 rivet. I understand that the countersinking is to accommodate the SHOP head of the rivet. However, the rivet called for is an 1/8" rivet, not a 3/32" one.

Is the note correct, or is the countersink be done to fit the head of an AN426AD4 rivet?
 
The Mother ship answer to this is

"The countersinking is done on the bottom. The dome head rivet goes in from the top and the shop head is made on the bottom. The shop head nests into the countersunk hole so the shop head does not protrude downwards. This is what helps to make the bottom surface more level to improve the seal."
