RPM on final

Hi all
Now have 200 hours on my 14 with stock io390 and Hartzell prop. I have always noticed that when I pull the throttle to full idle on final at 80 kts the prop continues to spin at about 1500 rpm and then gradually slows to 800 rpm idle as I enter the flare which seems to prolong the landing distance. Is this expected? On other planes I fly the prop seems to act much more as a brake when I go to idle throttle. I cannot find any literature that suggests that this an adjustable feature on the prop governor. Its not a big deal. More curious than anything.

Low pitch stop

If the governor works ok, the propeller low pich stop may need an adjustment.
The low pich stop limits the blade angle.
If you are familiar working on the prop it is not a big job.
