Vent DL-03 SCAT tube flange, OP-40-4

I'm working on baffles. Specifically #3.
I notice a Vent DL-03 SCAT tube flange on OP-40-4. Photo.
My gut tells me it's a carb heat scat tube vent. Since my build is an IO-360-M1B, injected, I planned to leave it off. I've become very careful lately and don't want to mess something up.
Is this correct? No DL-03 Vent or hole is required?

On my 7 that flange is connected to the cabin heat muff with 2" scat. Carb heat is off the fwd crossover pipe.

In this case, going to muffler, or heat muff, then to heater valve on firewall. Also, If you look at the second page of the planes you posted, halfway down is a "Warning" that talks about using a screen for heat, or not using one if you use it for carb.
