Default Elevator tip fairings. Dimple the skin or not?

Speaking of the top and bottom elevator skins, E-1001A and E-1001B. Do the holes in the outboard edges for the install of the tip fairings get dimpled?

They do, but after you match drill the fairings to the elevators -- Chap 12, page 12-2.
