Default another canopy question

on canopy frame #WD1219 there are 2 bushings or sleeves that are pressed in by the factory at the pivot bolt location. Are they supposed to flush with outer surface where foam is applied? The two on my frame are equally spaced and protrude out both sides equally. I have the canopy mounted to the frame and ready to attach the foam but it appears the head of the pivot bolt will be out slightly to far. The canopy fits well with correct clearance all around. Any suggestions?
