My opinion is that the location called out in the drawings is the absolute best place for the antenna. Having the antenna in this location does not create drag and eliminates corrosion and possible water leakage that is inherent with a typical skin penetration type mounting arrangement. This mounting location probably makes the ELT signal more likely to be detected in the event of an accident where the aircraft ends up inverted. All too often ELT beacon signals are never detected due to the antenna being ripped off of an aircraft.
