I discovered the Click Bond nut plates at Oshkosh. I plan on using them for all of the fiberglass that needs access. They are hard to describe but obvious once you see them. They have a flourescent rubber "worm" running through the nut plate. Add glue, pull the "worm" through the hole. The worm locks the nut plate in place while the glue sets then you pull the worm the rest of the way out and you are left with a floating nut plate bonded in place using just one hole and no rivets.
I would use nut plates if there is a potential for lights in the rudder.
