Paul - try the X-Plane data files. They may require a bit of parsing for the airports, but the navaids should be easy to load:
http://data.x-plane.com/get_data.html
Navaids are in earth_nav.dat or nav.dat (depends on version)
Airports are in apt.dat

Although the X-Plane data files and the navaid.com look like the data I need and may work for testing, I really want to find the "Official" Data source these sites are getting this data from.

Contact Robin Peel at robin(at)xsquawkbox<dot>net to see where he gets his data from. It is usually updated on a quarterly(ish) basis.

Yep, thats it. FADDS - Facility Aeronautical Data Distribution System
offers a 56 Day NASR Subscription download that will overwhelm you with data!
It is not anything easy like the excel airports spreadsheet link but it has everything you would possably want for navigation purposes.
