Default Match drilling new tail wheel yoke to spring

Hello,

I am looking for suggestions on match drilling a new tail wheel yoke to my current tail wheel spring. I purchased an undrilled JD Air Parts yoke and due to the fact that my tail wheel spring was not drilled correct from Van's, I have to try and match drill the two holes. The two bolt holes are not centered on the spring but about 1/4 hole low. I am afraid this will just pull the drill bit and cause a miss-alignment of the holes.

Any suggestions for a drill block of some type or a procedure that will insure that my holes match?
