GDL 39 Power chord

Is the power chord for the GDL 39 just two wires so that I could cut the cigarette light adapter off and hard wire it to power and ground?

The GDL39 specific hard wire/data cable also has a RS232 data line to interface with portables such as the 796 in my case, you can use Bluetooth but the 39 only allows 2 BT connections so you limit your choices a bit. If you just want the power connection then you can connect as you described.
