Default Skybolt FSF-L & R

About to start with skybolt tabs. It looks to me like the tab refered to as FSF L & R are tbe same as all the others, simply labeled for their position. Its not part of the inventory and no instruction for fabricating. Am I reading this correctly?

You're right, it's just the tab that's in line with the horizontal fasteners. Same fasteners as all the others.
