Default Elevator Horns

I have just finished closing up the elevators up to the point of putting the elevator horns on. The plans are clear about the top skin being laid over the rib skin of the horn for riveting, yet the plans appear to indicate that the bottom skin would actually be wedged between ribs and the rib skin. Thoughts?

I had a similar question when I was at that point. I believe you are mistaking the elevator counterbalance arms for the horns which I did as well. Try this link.
