This has been confirmed to be *false* via direct communication with YPK.

TL;dr: The fee will apply to any aircraft that doesn't buy at least 15L of gas.

No word on how it will be monitored, billed, or collected. Much easier solution: Land at YPK, YNJ, or YXX instead, who are happy to have your business, have eating establishments on-field, won't charge you a landing fee, and are only a few minutes away.
