Default Pre cover inspection.

I am working on my empennage kit right now and I'm just curious as to how far anyone has completed to before getting the pre cover inspection? Skins almost 3/4 riveted with just a bit not riveted for them to peek inside? Or skins not riveted at all? Thanks in advance

You are best to talk to your assigned inspector. I built all kits without covering any rivets. I did not have ant problems with inspection.
