Default Which direction to rivet

Hi everyone, I am building an RV10 and getting ready to rivet some parts on the vertical stabilizer starting with the rudder stops. One question that I have that I don't think the plans cover is how do I know which side of the parts should have the manufactured head and which side should have the shop head. The plans don't mention anything of this and I don't think the diagram does either. Although the diagrams do show a dotted line coming slightly through some of the holes so I'm wondering if this indicates something. Any help would be greatly appreciated. Thank you!

somewhere I read shop head on thicker material side but often not possible

The reason for factory head on thinnest portion is less distortion.
