Default HS-702 Bend Relief

When drilling the relief holes in 702 along the bend line, I take it I should drill through 710 and 714, which seem to still be cleco'd on according to the plans? Those would then also become relief holes when bending 710 and 714 to match the 6 degree bend of 702. Is this right?

No - the 710 and 714 do NOT have relief notches, only the HS-702 does.
If I was doing it again, I would not file the HS-702 relief notches until you have the HS-00003 front spar doubler drilled to the front spar components, as some of the common holes through the HS-00003 doubler and HS-702 will come quite close to the relief notches, and you can get edge distance issues here. (I did!). You can drill/file the notches afterwards, making them slightly smaller if required to maintain edge distance to the nearest drilled hole.
