Default CSU - RPM question

Brand new RV7A. Superior IO-360 and a Hartzell 2 blade prop with a Hartzell CSU. I have set the Dynon on 1 pulse per revolution which seems to be right, but I am not sure.

When I do a run up the CSU will only cycle at 1900RPM or higher. Is this normal?

Yes, common for that to occur. On my Jihostroj governor I got it to cycle at about 1500 but I understand that is pretty far on the low RPM end of the spectrum to see it work.
