Default Wing bolts

I am about to fit the wings to my aeroplane(rv7)after 9 years....wow thats a long time! anyway I noticed that drawing No 11 calls for the washers on the bottom row of bolts to be under the head of the bolt and the top row of bolts the washer goes under the nut as you would expect. Is there anyone out there that can explain the logic of this??

Call vans mountain, maybe one view of the assembly is drawn w/o washer for clarity..

The washer typically goes on the side that is "tightened".

If you have the A model, the gear weldement interferes with torqueing the bottom nuts so you have to turn the bolt head.
For the taildragger, I believe the washers can go under the nuts.
