Default Fuel tank vent tube

instructions state "don't cut angle on vent tube" when installing vent tube, O.K. then when is the angle cut or is there no angle?? There is a little flexible tube that goes down like vent tube so maybe that prevents vent from siphoning fuel??

The small plastic line is to prevent a siphon. The angle is cut on a later page. See pg 37-11
