RV-6A brake disk?
Just putting this together and the disk looks like it has a coating of pant or something to keep them from rusting. Is this something I should remove before use or should I just let it be?

Let it be. It'll wear off quickly when you break-in the brakes.

Guess it depends if you want paint debris in your brakes. Brad, why not remove it? Took about 10 seconds with lacquer thinner and a paper towel per disk.
