Default Installing two transponders

I have a Trig-22 and a Trig-31. The wiring diagram shows that the external stand byes go to a switch that will in turn ground out one or the other transponders.
Does grounding them out take them off line or online??

External Standby Input
This input, when held low, places the transponder in Standby mode. It should be used to switch between transponders in an installation with two transponders. The input is active low, and will be asserted when the voltage to ground is pulled below approximately 4 Volts

Not sure why he is choosing to do this, but most twin turbine airplanes and up have 2 - one for a backup. The second transponder doesn't do anything else. It must be in standby when the other one is active.
