RV-6 elevator horn stone damage

Hi.

This photo is of the port-side elevator horn on an RV-6:

Looks like stone chip damage.

Aside from covering it all up with 100mph tape, my first draft at a repair scheme would be to tidy up the frayed threads with a Dremel, pack some epoxy/microballoons mixture into the cavity (which is smaller than it looks in the photo -- a squirt with a syringe would do the trick), put a layer of glass over the top, and repaint.

Any better ideas?

How about just using some fiberglass flox or a chunk of fiberglass Matt to fill the majority of the hole? Level it off with a resin/microballoon mixture and then fiberglass over that.
 
I think it was a stone kicked up during take off on a dirt strip. Unlikely to be the landing afterwards, because that was on nice, clean, smooth, well-swept bitumen.
