Mystery hole in VS spar

While assembling my vertical stabilizer spar and doubler (Vs-803PP and VS-808PP) I notice an extra hole which does not appear on the drawings. From looking at later plans for assembly, I cannot tell if I should put a rivet there now or leave it for use at some other point. Does anybody recall having the same hole, and if so what to do with it? I realize that several RVs share this part, so it may just be something not needed on the -9, but I'd like to know before I assemble it this evening.

I think the 7 has a mystery hole as well. I still dont know why its there and I just finished my emp kit.
 
Do not put a rivet in there.
I just installed the VS to my -8 Fuselage and the rivet head was in the way and had to be grinded off.
I you like to rivet it, it should be a flat head at the front face of the spar.
