Here you can see the different size countersinks. Starting from the right side of the image where half a nutplate is visible, go towards the left and skip over one nutplate to find the first pair of forward/aft countersinks that will be for the ribs. At this point in the plans, they are telling you to make the countersink on the forward side (in the pic: bottom row, smaller countersink).
