You can definitely do it all on one Nav/COM/GS. That is the setup that I currently have, but it can be difficult at times.

I had the same experience. My local Walmart stopped selling the Dupli-Color primer, so I tried the Rustoleum. Very hard to apply a thin coat and you end up wasting most of the primer. Auto Zone...

I would ask the shop for the source of that requirement. Not sure what your situation is, but going to another shop might be an option.

I got a response from Vans today:

Ryan, the only compatible sections are the Vert Stab, the Elevators and some of the internal components of the Horizontal Stab.

rv-7 rudder

Craig had the old -7 rudder. I have the new -7 rudder.
