Paul, here's some other area airports to consider:

Frederick, MD (FDK) - AOPA's HQ is on the field, rental cars available,
restaurant on the field, outside the ADIZ to the NE
(but not far... study...

Several choices

Greg - there are several choices, but I doubt any of them have
everything you're looking for:

Frederick (FDK) - 2 runways, untowered, ILS, outside the ADIZ,
about the same distance from both BWI...

Frederick (KFDK) - Airways Inn

Airways Inn on the field at Frederick. It's typical of
most similar places, with burgers, sandwiches, soups.
Cream of crab soup is pretty good on a chilly day.
Nice big windows face the ramp.
